Deputy Chairman of the Maluku Chamber of Commerce and Industry (Kadin) Empowerment Division, Basry Ely, was one of the active participants in the 2025 Kadin Indonesia National Executive Meeting (Rapimnas) talk show session held at The Park Hyatt Hotel Jakarta. Under the theme “Kadin Working Together to Expand Employment Opportunities for the Welfare and Independence of Indonesia,” the agenda featured high-level speakers, ranging from Minister of Home Affairs Tito Karnavian to the final speaker, Minister of Finance Purbaya.
In each session, Basry Ely asked the same question regarding the issue of inequality in budget transfers from the central government to the regions, especially for eastern Indonesia, including Maluku, which he believes has made a significant contribution but has not received a proportional budget allocation.
When asking his question, Basry Ely highlighted the fact that 97 percent of Maluku is sea, and around 30 percent of the national fish supply comes from the eastern region. However, financial transfers from the central government are still very small, even said to be the same as large provinces such as DKI Jakarta, which has a much higher tax capacity.
“We came from Maluku to fight for regional rights. With such a large contribution from the sea, it is impossible for our budget to be equated with DKI Jakarta. Its taxes alone amount to tens of trillions, while the eastern regions continue to protect the sea and maintain the national fish supply. We hope that financial transfers can be reviewed,” said Basry Ely during the session.
During a talk show with Minister of Home Affairs Tito Karnavian, Basry Ely emphasized that regions need adequate budgets to strengthen maritime surveillance, empower fishermen, improve coastal infrastructure, and create jobs through the maritime sector.
Basry repeated the same question in the final session to Minister of Finance Purbaya. The Minister of Finance’s response immediately attracted the attention of Rapimnas participants and went viral in the forum discussion room because of his straightforward, open style of answering and directly addressing the core of the issue raised by Basry.
On that occasion, Basry reiterated the desire of the people of Maluku for a more equitable fiscal policy, especially for regions with strategic contributions but limited fiscal capacity.
“Our sea is vast, our potential is great, but our budget is small. We are not asking for more than others, but we are asking for fairness in accordance with the potential we maintain and the contribution we make to the country. With a sufficient budget, regions can create massive job opportunities, as is the theme of this year’s Rapimnas,” he said.
He hopes that input from regions, including Maluku, will truly be taken into consideration by the central government in evaluating the formula for transferring state finances to regions.
βWe hope that what was conveyed today can be a reference for the central government. We want equitable development, regional potential to be utilized, and the people of the east to enjoy proper welfare,β concluded Basry Ely.
Basry Elyβs active involvement in this forum further affirms the position of Kadin Maluku as an important voice fighting for fiscal equity and economic progress in eastern Indonesia.
