mediapatriot.co.id | Balikpapan City | Latest News | – The 98 Reform Activists Forum (FAKSI 98) submitted a number of strategic recommendations regarding the reform of the Indonesian National Police (Polri) to the National Police Acceleration Commission. The recommendations were delivered during a public hearing and discussion with academics and community leaders from East Kalimantan, held in the Puteri Karang Melenu Room, 8th Floor, Balikpapan University (Uniba), Tuesday (16/12/2025).

The forum provided an open dialogue space to gather aspirations and constructive views from civil society regarding the National Police reform agenda. The event was attended by academics, activists, and community representatives from various backgrounds. One of the key figures sharing perspectives at the forum was Dr. Isradi Zainal, Chairman of FAKSI 98 and Rector of Balikpapan University. 
During the forum, Dr. Isradi Zainal submitted a written statement from FAKSI 98 to the Chairman of the National Police Acceleration Commission, Prof. Dr. Jimly Asshiddiqie. The document contained a critical evaluation of several issues that have drawn public attention, both before and after the establishment of the Commission, which was inaugurated by President Prabowo Subianto.
Several crucial issues highlighted in FAKSI 98’s recommendations included the mechanism for selecting the Chief of the Indonesian National Police (Kapolri), the practice of concurrent positions held by active police officers, enforcement of human rights, and strengthening the integrity of the police institution. FAKSI 98 emphasized that national police reform needs to be conducted comprehensively and sustainably, involving active participation from civil society and academics.
In its recommendations, FAKSI 98 proposed granting the President, as head of state and holder of the highest authority over the Indonesian National Armed Forces (TNI) and Polri, full authority to appoint the National Police Chief and Deputy Chief without requiring approval from the House of Representatives (DPR). However, the DPR would still conduct fit-and-proper tests for Kapolri candidates and has the authority to propose the dismissal of the National Police Chief to the President if deemed to have failed in executing duties and responsibilities properly.
The next recommendation emphasized limiting concurrent positions for active police officers. Assignments outside the police institution should be restricted to roles relevant to policing functions to prevent distraction from primary duties and allow human resource development in other institutions.
FAKSI 98 also stressed the importance of a persuasive approach in handling student demonstrations and public protests, advocating avoidance of violence and weapons to ensure democracy and human rights principles are upheld. Furthermore, Polri is expected to establish itself as a zone of integrity by developing human resources with culture, integrity, discipline, and high dedication.
On the same occasion, Dr. Isradi Zainal presented the book “IKN” Volume II to Prof. Dr. Jimly Asshiddiqie, following the previous presentation of IKN Volume I. The book was also presented to the Chief of the East Kalimantan Regional Police and Deputy Chairman of the National Police Acceleration Commission, Police General (Ret.) Ahmad Dofiri.
